2.1 Let's Start with Example
The goal is not to produce outputs—completed exercises or training sessions. The goal is to produce outcomes: real behavioral change that improves how people prepare for crises and how they communicate, coordinate, and collaborate during incidents. An exercise is successful only if participants do something differently in the real world afterward.
